This position plays a important role in leading and executing hiring strategy to support large-scale manufacturing operations. Responsible for workforce planning, high-volume recruitment execution, team leadership, and selected office/management hiring to ensure timely manpower fulfillment aligned with production targets.
Mass Hiring Strategy & Workforce Planning
- Develop quarterly/monthly mass hiring plans aligned with production forecasts.
- Forecast manpower demand based on attrition and expansion.
- Build proactive talent pipelines for peak periods.
- Design calable hiring models to support high-volume recruitment.
- Ensure manpower readiness to avoid production disruption.
Recruitment Campaign & Activity Management:
- Plan and execute job fairs, walk-ins, referral drives, and community hiring events.
- Create structured recruitment activity calendars.
- Manage logistics and fast-track processes for volume hiring.
- Monitor daily hiring output and source effectiveness.
High-Volume Recruitment Operations:
- Oversee end-to-end recruitment for production roles (operators, technicians, warehouse, supervisors).
- Ensure efficient screening, assessment, and onboarding.
- Reduce candidate drop-off and improve offer acceptance.
- Track hiring progress against targets.
Office & Hi-level Hiring Support
- Supervise and support recruitment for office and professional roles.
- Support hiring for supervisory and managerial positions.
- Conduct structured, competency-based interviews.
Team Leadership, Coaching & Motivation:
- Lead and supervise the Talent Acquisition team.
- Set targets and monitor recruiter performance.
- Coach team on sourcing, interviewing, and stakeholder management.
- Motivate team to achieve aggressive hiring goals.
- Drive a high-performance, accountable team culture.
Data & Process Improvement
- Track KPIs: time-to-fill, hiring volume, early attrition, cost-per-hire.
- Provide recruitment reports and insights.
- Continuously improve recruitment efficiency and effectiveness.
Stakeholder Collaboration
- Partner with Production and Plant leaders on manpower priorities.
- Provide regular hiring updates to management.
- Ensure compliance with labor regulations and company policy.
Requirements
1. Education
- Bachelor’s Degree in Business Administration, HRM or related majors.
2. Experience
- Over 8 years of Recruitment experience, with minimum 2–3 years in a team leadership or supervisory role.
- Proven experience in Mass hiring within manufacturing or industrial sectors.
- Proven experience managing high-volume recruitment campaigns (100-200 hires/month preferred).
- Experience in workforce planning for large employee populations (1,000+ employees preferred).
3. Skills and Abilities
- Strong capability in planning and delivering high-volume recruitment aligned with production demand.
- Ability to translate manpower projections, attrition trends, and expansion plans into actionable hiring strategies.
- Experienced in organizing job fairs, walk-in drives, referral programs, and others community-based hiring initiatives.
- Excellent communication skills with the ability to partner effectively with Production, Plant Leaders, and Senior Management; able to influence and manage expectations.
- Proven ability to lead recruiters, set clear targets, provide coaching, and maintain high team morale under pressure.
- Strong knowledge of local labor supply, competitor hiring practices, salary benchmarks, and workforce availability; able to conduct labor market surveys to adjust hiring strategies.
- Skilled in tracking KPIs (time-to-fill, source effectiveness, early attrition) and using data to improve outcomes.
- Ability to streamline recruitment processes to improve speed, quality, and cost efficiency in a high-volume environment.Proficient in Microsoft Office (PowerPoint, Word, Excel) with strong data skills.
